Generalization of English Language Teaching in Moroccan Secondary Education

Alalam24, The Ministry of National Education and Primary Education in Morocco has announced a preliminary plan to promote the teaching of scientific subjects in English at the secondary level. This decision is based on the provisions of the constitution, which emphasize proficiency in foreign languages, as well as the implementation of the framework law relate to the education system

According to a ministerial memorandum issued by Shakib Benmoussa, the Minister of National Education, Primary Education, and Sports, “In order to enhance the learning and teaching of the English language, which is currently taught as a foreign language in the third year of secondary education, I am pleased to inform you that the decision has been made to begin the generalization of English language teaching in secondary education starting from the upcoming 2024-2023 academic year

The memorandum also outlines the measures for the generalization of English language teaching in secondary education. Starting from the academic year 2024-2023, English will be introduced in the first year of secondary education with a coverage rate of 10%. In the second year of secondary education, the coverage rate will increase to 50%

Furthermore, during the academic year 2025-2024, English language teaching will be expanded to 50% coverage in the first year of secondary education. In the second year of secondary education, English language teaching will be fully implemented (100% coverage). By the academic year 2026-2025, English language teaching will be fully generalized (100% coverage) in the first year of secondary education, thereby ensuring the teaching of English at all levels of this educational phase

To achieve the goal of expanding and generalizing English language teaching in secondary education, administrative, educational, organizational, training, and supportive measures need to be taken at the central, regional, local, and district levels. The administrative document suggests the establishment of a central committee for leadership, chaired by the Secretary-General of the ministry, and consisting of directors of relevant central directorates. This committee will be responsible for monitoring and evaluating the implementation of this program at various stages

Benmoussa emphasized that his ministry will work on developing educational tools in line with the English language generalization workshops, in coordination with various partners, especially within the framework of international cooperation programs. These tools will be shared with all educational stakeholders, promoting collaboration and participatory methodology in implementing various reform workshops

In terms of supportive resources, the ministry highlighted the need to utilize information and communication technology to enhance the language skills of teaching staff. This includes integrating digital resources in teaching English and adopting digital platforms for language instruction. Teachers and students should have access to and be able to use these resources, while educators need training to effectively use modern technology and digital content related to English language teaching methodologies

Additionally, efforts will be made to equip educational institutions with libraries to enhance the language capabilities of students, and provide teachers with the necessary materials, documents, and pedagogical guides to support their daily pedagogical management of English language teaching, as outlined in the ministerial memorandum
