Wilson Center Report.. Morocco Builds Ties in Africa While Algeria Isolates Itself

A report from the Wilson Center in the United States highlights the stark contrast between the diplomatic strategies of Morocco and Algeria. The report underscores that Morocco is striving to strengthen its regional position by forging strong ties and investing in Sahel countries, while Algeria leans towards isolationism by focusing on excluding Morocco from the Arab Maghreb Union and creating a counter-bloc.

Titled “The Dismantlement of the Maghreb: Morocco and Algeria’s Divergent Strategies in Shaping Future Regional Geopolitics,” the report explains that Morocco is adopting a pragmatic approach through the initiative to connect Sahel countries to the Atlantic Ocean. This initiative aims to enhance economic integration and expand the kingdom’s influence in the region.

In contrast, the report assesses that Algeria is taking a defensive stance driven by political rivalries. It has announced the creation of a new consultative bloc with Tunisia and Libya, excluding Morocco and Mauritania. This approach, according to the report, demonstrates Algeria’s desire to isolate Morocco and undermine its influence in the region.

The report concludes that this contrast in strategies strengthens Morocco’s position in the landscape of regional competition. It highlights that King Mohammed VI’s Atlantic initiative represents a strategic shift towards proactive participation in African affairs, following the kingdom’s return to the African Union in 2017.
