Enhancing Counterterrorism Financing Efforts: CNASNU Workshop on UN Security Council Resolutions Implementation”

Alalam24, The National Committee responsible for implementing sanctions outlined in United Nations Security Council resolutions related to terrorism, arms proliferation, and their financing, known as CNASNU, organized a workshop on September 11, 2023, in Rabat. This workshop was conducted in collaboration with the United Nations Office on Drugs and Crime (ONUDC)’s global program to combat money laundering and terrorism financing, as well as the Counter-Terrorism Office

The opening session was presided over by Mr. Hicham Mellati, Director of Criminal Affairs, Pardons, Crime Monitoring, and President of CNASNU. Also in attendance were the Executive Director of the United Nations Office in Rabat and the Executive Director of the United Nations Office in New York. International experts from Egypt, France, and Qatar shared their knowledge and experience with CNASNU members during the event

This meeting is part of CNASNU’s efforts to enhance capabilities in implementing targeted financial sanctions in accordance with United Nations Security Council resolutions related to combating terrorism financing. This includes the application of measures to freeze the assets and properties of individuals, entities, and organizations involved in acts of terrorism and their financing

It’s worth noting that United Nations Security Council Resolution 1373 (2001) was adopted following the terrorist attacks on September 11, 2001, under Chapter VII of the United Nations Charter. It obligates countries to establish mechanisms for designating terrorists and individuals associated with terrorism at the national level and to implement measures freezing assets and properties and travel bans under these measures. The procedures introduced should also enable the handling of requests from other countries

After two days of work, participants had the opportunity to learn about the various experiences and mechanisms implemented by the different participating countries during this workshop. This includes practices related to local designations, the implementation of asset freezing and travel ban measures, appeal procedures, as well as international cooperation in accordance with the aforementioned United Nations Security Council resolutions and the related recommendations of the Financial Action Task Force (FATF)
