Alalam24, The Moroccan government, during its recent meeting, approved a draft decree numbered 2.22.769 aimed at amending and supplementing decree number 2.03.317, issued on 18 Sha’ban 1424 (15 October 2003), concerning the granting of honorary doctorates by universities. This initiative was presented by the Minister of Higher Education, Scientific Research, and Innovation, Abdelatif Mirawie
During a press conference following the weekly council meeting, Mustapha Baytas, the Minister Delegate in charge of Parliamentary Relations and Government Spokesperson, explained that this project seeks to refine and improve the procedure for awarding honorary doctorates
These prestigious titles are granted by universities to individuals who have rendered significant services to the Kingdom of Morocco, uniquely contributed to its defense, or demonstrated exceptional quality and excellence in various fields, including education, scientific research, innovation, arts, literature, economics, and more. These titles are also bestowed upon those who have promoted values of peace, coexistence, and dialogue among nations and cultures
Baytas further highlighted that this project takes into consideration the contributions of private-sector universities, which are considered part of the national framework for education, training, and scientific research, as outlined in Article 7 of Framework Law No. 51.17. This inclusion aims to enhance the accessibility and impact of the public higher education system
The main objectives of this project are to refine and improve the process of awarding honorary doctorates by allowing them to be granted to Moroccan nationals, whether residing within or outside the country, who have excelled in the aforementioned fields. Additionally, it aims to empower private-sector universities to confer these honorary doctorates, promoting a more inclusive approach to recognizing exceptional achievements
This decision reflects Morocco’s commitment to acknowledging and celebrating individuals who have made remarkable contributions to various sectors, ultimately fostering a culture of excellence and innovation within the country’s academic and professional landscape
