Enhancing Human Rights Training for Police Officers in Morocco

Alalam24, The National Council for Human Rights and the General Directorate of National Security organized a training session in Rabat on Monday aimed at enhancing the competencies of female and male police officers responsible for guarding individuals held in pre-trial detention in facilities under the jurisdiction of the General Directorate of National Security

This training session, the second of its kind, is part of the ongoing efforts of both institutions to implement the provisions of the institutional partnership agreement signed on September 14, 2022

The agreement focuses on integrating human rights into the training curriculum for police officers and making it a guiding framework for the duties of National Security personnel involved in law enforcement

In her opening remarks at the training session, the President of the National Council for Human Rights, Amina Bouayach, emphasized the commitment of both parties to continue implementing the recommendations of the partnership, which have garnered interest from national and international human rights institutions, especially in relation to preventing torture

Bouayach also commended the efforts of National Security personnel in places of detention, highlighting the positive assessment of the national mechanism for the prevention of torture regarding the implementation of the partnership’s provisions

Similarly, the Central Director of Judicial Police at the General Directorate of National Security, Mohamed Dakhesi, underscored the strategic and operational significance of the partnership in combating torture and ensuring respect for the dignity of citizens, particularly by law enforcement personnel

The training session, taking place from September 4th to 8th, is led by experts from both the National Council for Human Rights and the General Directorate of National Security. It covers several key topics, including human rights principles and practices, Morocco’s international commitments, constitutional and legal requirements, and the conditions of individuals under pre-trial detention

This partnership was inaugurated with an international seminar on September 20, 2022, addressing “Standards and Practices related to Preventing Torture and other Forms of Cruel, Inhuman, or Degrading Treatment during Arrest, Detention, and Pre-trial Detention”

Additionally, the first training session for female and male police officers responsible for guarding individuals in pre-trial detention under the jurisdiction of the General Directorate of National Security was held from September 26th to 30th, 2022, with the participation of approximately 20 officers representing various regions of Morocco
